CSAFP Dons Ranks on New Generals

CAMP EMILIO AGUINALDO, Quezon City – Newly promoted Generals and Senior Officers holding vital positions were welcomed in a donning of ranks ceremony held this morning at the General Headquarters Conference Room, attended by J Staff, Personal and Special Staff of the General Headquarters (GHQ) of the Armed Forces of the Philippines (AFP).
Acknowledging the officers’ “highest standards of leadership, professionalism, and character,” AFP Chief of Staff Gen. Eduardo S.L. Oban Jr. personally donned new stars on the officers’ uniforms signifying their new ranks, reminding them to be ever mindful of their new status
“While we take this promotion as a personal success, let us now use this success to further improve ourselves and contribute more for the betterment of our organization. Keep in mind that there is a thin red line between what you can do and what you will do in the name of duty and in the name of public service,” Gen. Oban said.
MGen. Jessie D. Dellosa was promoted to Lt. Gen. He is the Commander of Northern Luzon Command (NOLCOM) and a former Commander of the 2nd Infantry (Jungle Fighter) Division of the Philippine Army. Lt. Gen. Dellosa is a member of the Philippine Military Academy (PMA) “Matapat” Class of 1979. Prior to this, he served as the Deputy Commander of the AFP Central Command.
Promoted to the rank of Major Generals were BGen Jose Z. Mabanta Jr. and BGen Cipriano D. Gundao.
Mabanta is the current Deputy Chief of Staff for Operations, J3 of the AFP. He is a member of PMA Dimalupig Class of 1981. From 1992 to 1998, MGen. Mabanta served with distinction in Mindanao in various capacities, both as an intelligence and infantry officer. Mabanta was the former AFP Spokesperson. MGen. Gundao meanwhile is the current Commander of the Air Logistics Command in Clark Field Pampanga.
Promoted to the rank of Rear Admiral is Commodore Miguel Jose S. Rodriguez. He is the current Deputy Chief of Staff for Civil Military Operations, J7 of the AFP. Prior to this, he was the commander of Fleet Marine Ready Force of the Philippine Navy. He previously held the position of Assistant Chief of Naval Staff for Education and Training, N3 from August 2007 to May 2008.
Promoted to the rank of Brigadier Generals were Col. Richard C. Siga-an, Col. Manuel Luis M. Ochotorena, Col. Roberto T. Almadin, Col. Joselito P Avanceña Jr and Col. Elmer R. Amon.
Siga-an is the current chief of the AFP Pension and Gratuity Management Center. A graduate of PMA Class ’81, he formerly held the position of the Air Force Internal Auditor in October 2010 to August of this year. He was previously the Deputy Wing Commander of the 205th Tactical Helicopter Wing.
Ochoterena is the present Assistant Division Commander of the 6th Infantry Division in Zamboanga. Almadin is the current Chief of the Joint Peace and Security Coordinating Council under the office of The Deputy Chief of Staff for Operations, J3, AFP. Avanceña is the present Chief of the AFP Medical Center while Amon is the present Deputy Commander of the Western Mindanao Command, AFP in Palawan.
Promoted to the rank of Commodore is Capt. Elmer C. Carillo. Carrilo is the Commander of the Naval Construction Brigade in Zambalez.
Last October 13, Malacañang Palace sent a letter to Defense Secretary Voltaire T. Gazmin, approving the ad interim appointment of these generals and senior officers.
“Remember that you are now being looked upon by your peers, contemporaries, and subordinates. Now is the time when we should further our contributions to the AFP. Those stars on your shoulders are not only meant to add glamour to your uniform. It is more a fitting reminder of your higher responsibilities and expectations,” Gen. Oban added.
