AFP installs new CEISSAFP Commander

CAMP AGUINALDO, Quezon City—The Armed Forces of the Philippines welcomed BGen Constancio Espina III as new Commander of the AFP’s Communication, Electronics and Information Systems Service (CEISSAFP) in a Change of Command ceremony held today, here. The event was presided over by the AFP’s Vice Chief of Staff LtGen Arthur Cordura.

BGen Espina succeeded RAdm Felipe Bautista, who served as CEISSAFP’s Commander in an acting capacity. Both BGen Espina and RAdm Bautista are members of the PMA “Bantay-Laya” Class of 1994.

Prior to his appointment, BGen Espina served as Philippine Army’s Assistant Chief of Staff for Command and Control, Communications, and Cyber Systems, G6. He holds a Master’s Degree in Public Management major in Development Security at the Development Academy of the Philippines, and is also a graduate of the U.S. Department of State’s International Visitor Leadership Program on Cyber Security, hosted by the Bureau of Education and Cultural Affairs.

Meanwhile, RAdm Bautista currently serves as the AFP’s Deputy Chief of Staff for C4ISTAR, J6. He previously served as the Assistant Chief of Naval Staff for Command, Control, Communications, Intelligence, and Reconnaissance, N6; and Commander of the Naval Information and Communications Technology Center. 

The event underscores the AFP’s commitment to excellence and leadership while enhancing its communication infrastructure to meet the challenges of modern defense.
