Allied Forces Execute Joint Firepower Display in Palawan Counter-Landing and Live Fire Exercise
Allied forces from the Armed Forces of the Philippines (AFP), United States Marine Corps, and Australian Defence Force showcased their combined strength and operational synergy during a large-scale counter-landing and live fire exercise held on April 28 in Kampung Ulay, Rizal, Palawan, as part of Exercise Balikatan 40-2025.

The exercise opened with a maritime interdiction scenario, in which Philippine Navy assets—including Multi-Purpose Attack Crafts (MPACs) and Fast Attack Interdiction Craft (FAIC)—swiftly engaged and neutralized a simulated seaborne intrusion. The operation demonstrated seamless coordination between naval and ground forces and transitioned into an integrated coastal live fire mission.

MISSION

To enhance professionalism, promote honesty and integrity in the military service, instill ethical standards and inculcate a strong sense of public accountability among military and civilian personnel in the pursuit of a common commitment against graft and corruption in the Armed Forces of the Philippines.

 

FUNCTIONS

1. To ensure the implementation of the AFP Code of Ethics especially its integration, internalization and institutionalization.

2. To pursue a continuous organizational development process to suit the AFP’s ultimate vision to eradicate graft and corruption in the military establishment.

3. To conduct continuous educational and information dissemination program towards the professionalization of the AFP.

4. To collect, analyze and compile all Statements of Assets and Liabilities of military personnel and permanent civilian employees of the AFP.

5. To receive complaints/reports, to inquire into the same and to conduct overt/covert investigation on violations by military and civilian personnel of the AFP of the following laws, rules and regulations:

v RA 6713 – Code of Conduct and Ethical Standards for Public Officials and Employees, enacted 20 February 1989

v RA 1379 – An Act Declaring Forfeiture in Favor of the State any Property Found to have been Unlawfully Acquired, enacted 18 June 1955

v RA 3019 – Anti Graft and Corrupt Practices Act dated 17 August 1960

v Revised Penal Code, Title Seven, Crimes Committed by Public Officers in relation to AW 95 (Fraud against the Government)

6. To evaluate, prosecute and monitor civil, criminal and administrative cases related to acts violative of the laws mentioned in para 5, hereof.

7. To integrate and synthesize for the CSAFP all AFP policies and regulations, as well as pertinent data gathered from field units that have direct bearing on OESPA’s mission.

8. To process and issue appropriate clearances.

9. To exercise technical supervision over the Major Services OESPA.

10. To carry out such other functions as the CSAFP may deem it proper for OESPA to perform.
