CAMP AGUINALDO, Quezon City—The Armed Forces of the Philippines (AFP) conducted a Change of Command and Retirement Ceremony for the Office of the Chief Engineer (OTCE) on August 28, 2024, at Camp Aguinaldo, Quezon City. The event marked the retirement of Major General Proceso Rebancos from military service and the designation of Colonel Ricnon Carolasan as the Acting Chief Engineer.
Lieutenant General Charlton Sean Gaerlan, the AFP Deputy Chief of Staff, presided over the ceremony, which was attended by senior officers, enlisted personnel, and civilian employees of the AFP. The event honored the outstanding service and leadership of Major General Rebancos and welcomed Colonel Carolasan as he assumes his new responsibilities.
Before being designated as TCE, MGen Rebancos served as the commander of the 53rd Engineer Brigade, Philippine Army. He was also assigned in various command and staff positions such as the Army Chief of Engineer; Commanding Officer of the 544th Engineer Construction Battalion; the Assistant Chief of Staff for Logistics, G4, at the 52nd Engineer Brigade and at the 4th Infantry Division; and as the Deputy Army Internal Auditor.
On the other hand, Colonel Carolasan, the Deputy Chief Engineer, takes over in an acting capacity. He was previously the Chief of Staff of the 53rd Engineering Brigade and commanding officer of the Engineer Support Battalion and 564th Engineer Construction Battalion.
The Change of Command and Retirement Ceremony is a time-honored tradition in the AFP that ensures continuity of leadership and honors the service of outgoing commanders. The OTCE plays a crucial role in the AFP’s overall mission, providing engineering support for infrastructure development, disaster response, and other military operations.
