CAMP AGUINALDO, Quezon City -- The Armed Forces of the Philippines (AFP), together with United States Indo-Pacific Command (INDOPACOM) participating in Exercise Balikatan 41-2026 and the Local Government Unit of Sta. Ana, conducted a groundbreaking ceremony on March 30 for a new school library at San Vicente Elementary School in Barangay San Vicente, Sta. Ana, Cagayan.
The activity, facilitated by the Civil-Military Operations Joint Task Group–1, forms part of the Engineering Civic Action Program (ENCAP) under Balikatan 41-2026. It brought together military personnel, local officials, and school representatives in a shared effort to support community development through improved educational infrastructure.
The construction of the library facility is designed to directly enhance the educational infrastructure of the Cagayan province. By providing students with a dedicated space for learning and modern resources, the project aims to foster a culture of literacy and academic excellence, ensuring that the youth in our host communities have the tools necessary for a competitive future.
Exercise Balikatan is the annual Philippines–United States military exercise that enhances interoperability and readiness. It also includes Humanitarian Civic Assistance (HCA) projects such as infrastructure development, medical missions, and community engagements that benefit local communities.///
