Bacarro witnessed the signing of the pact establishing the ROTC Games during the joint signing and launching ceremony on Friday, December 23, at the Lapu-Lapu Grandstand in Camp Aguinaldo, Quezon City.
The agreement details the AFP's responsibilities in the games that are aimed at promoting sports development, discovering new talents, and promoting the ROTC program. The document was signed by OIC-DND Senior USec Jose Faustino Jr, CHED Chairperson Dr. J. Prospero De Vera III, and Philippine Sports Commission (PSC) Chairperson Jose Emmanuel Eala. Senator Francis Tolentino, a brigadier general in the Philippine Army reserve force, also witnessed the ceremony.
