In pursuit of deepening inter-agency cooperation on human rights, the Armed Forces of the Philippines (AFP), through the AFP Center for Law of Armed Conflict (AFPCLOAC), and the Commission on Human Rights (CHR) held a signing of a renewed Memorandum of Understanding (MOU) and Data Sharing Agreement (DSA) on May 8, here.
The signing was led by AFP Chief of Staff General Romeo S Brawner Jr. and CHR Chairperson Atty. Richard P. Palpal-latoc. This renewed partnership marks a strategic continuation and enhancement of collaboration following the expiration of the original MOU signed on March 12, 2021.
The renewed agreements aim to deepen cooperation in human rights education, training, and advocacy to foster greater understanding and observance of human rights and international humanitarian law (IHL) within the AFP. Additionally, the agreements seek to improve mechanisms for monitoring, reporting, and sharing information on human rights violations, ensuring timely, accurate documentation and more effective responses.
“This renewed MOU is a testament to our shared commitment to protecting human rights and preserving the dignity of every Filipino, especially in the context of armed conflict,” said General Brawner. “It strengthens the mechanisms that ensure accountability, transparency, and education in our ranks.”
